How do I obtain controlled substances for anesthesia/analgesia of animals on my approved ACUC procotol? (revised 6/17/08)

Due to required changes in controlled drug registrations with the Drug Enforcement Agency (DEA) and Bureau of Narcotic and Dangerous Drugs (BNDD), the OAR can no longer provide controlled substances for investigators to administer in the course of their animal based research.

Investigators must obtain their own DEA and BNDD registrations to purchase, store, and administer controlled substances for anesthesia/analgesia in the course of their animal based research.

Drug Enforcement Agency Registration (click here)

On-Line registration is available and is the recommended method of registration. Please make sure that you are filling out application form 225 for a research registration.

Tips:

  1. Form will ask for State Registration Number, since both forms are turned in at the same time, “Pending” is an appropriate response (if the .pdf application is used) .
  2. When the page “3. State License” is reached during the on-line application process, simply click “Next”.  Do not fill in any blanks on the page even though they may be required.
  3. There is no fee for registration because MU is a government institution.  The “Certifying Official” is Dr. Rob Hall, Interim Vice Chancellor for Research (573-882-9500). On-Line registration does not require Dr. Hall’s signature signature.

Bureau of Narcotics and Dangerous Drugs (click here)

Application form is listed as “Application for Registration #MO580-2770”

Tips:

  1. Form will ask for DEA Registration Number, since both forms are turned in at the same time, “Pending” is an appropriate response.
  2. There is no registration fee for MU investigators.  Make sure to check the box stating that the applicant is fee exempt as a state employee.

Several regulations are associated with controlled substance registration regarding controlled substance purchasing/storage/administration and record keeping.   Please review the BNDD and DEA Office of Drug Diversion web sites or contact them directly if you have any further questions.
